Thing 15--Library 2.0

In reading two of the articles, my thoughts settled on missions and goals and costs. The Stephens article started with promoting patron driven services and materials, but later stated technology should be reigned in by institution missions and goals. Are these also developed through direct patron input? I think the "something for everyone" argument leads to nothing of substance for anyone. We are long past the library as warehouse model, but who's involved and how do we decide the best use of limited resources in Libary 2.0?
